Donald J. Devine is a senior scholar at The Fund for American Studies and has been an Adjunct Scholar at The Heritage Foundation since 1992. He served as a senior advisor to Governor Ronald Reagan from 1976 to 1980, and as President Reagan’s civil service director during the president’s first term in office.
